I think this is a fascinating topic. TDD is incredibly effective for inspecting code of other team members. It also helps you understand some of the intent behind the code.

I haven't seen any examples of tdd working for offshoring - but this is because I haven't seen it as part of any offshoring contract so far. I think this would be huge. I would love to hear more on the topic!

I work in Romania, for a small English company. The entire software development is done in Romania, management, marketing, sales, clients etc are all in the UK.

The model that works for us is this: the development team with the manager (I prefer the XP term: coach) is in Romania. Since the client can't really be near, we must have a very good communication, between us, here, management and with the client directly. So we sometimes go to the uk, stay for a few days with the client, which has very many benefits, both for project understanding and for inter-human relations. Then we usually have direct contact with the client or a client representative (usually a IT manager), best by phone, IM and email. We talk a lot, and usually have two week iterations where we deliver. Some times we even have access through VPN/Remote Desktop Connection to their systems, so we can do installations , upgrades for them. We really insist on feedback, and specifications are written as user stories withougt having to write complex specs documents since we can communicate a lot.

This way of working proved to be very good in the past, but an advantage is that the time span between Romania and UK is only two hours, so we can speak a lot, maybe if this was the case with the US, then there could be difficulties, as the time span is > 7hours.
