A survey of 48,000 IT workers on compensation, published in June by IT consultancy Foote Partners, finds that pay is rising for employees with application development, networking, messaging, database and systems administration know-how, and falling for those with skills in HTTP and HTML, among others.

I'm making the assumption they are talking about and sql compliant database that runs on a windows platform, like Sql Server or Oracle when they say Sql Windows.

I imagine they mean the old Gupta SQL Windows product. Perhaps the premium is based on the relative lack of people who still know how to use it. Or perhaps it reflects an issue with the sample that the research firm used to do their study.
