Problems Creating a Web Project on Vista IIS7

I was trying to do WCF Orcas Beta 1 stuff today on Vista Ultimate and it won't create the Web project with Orcas. I had done everything listed in the Orcas Beta 1 help file for WCF One Time Setup. I goggled and found Scott Guthrie's post and did all of this. Still can't. His post is about VS2005 so I went back there and couldn't create an ASP.NET project with that either. I am not getting the dialog he shows. I am getting "Unable to create the web http://TestSite. Could not find a Web Server at TestSite." I have tried everything. It shouldn't be a permission thing as I am running as Administrator. Any ideas?
